Shaykh Rabee bin Hadi al-Madkhali said
‘The truth is that protests and demonstrations are haraam, what causes it being haraam is a number of evidences.
From them are the evidences of the prohibition of introducing new acts of worship, innovating in the Deen.
Also, the Ayaat and Ahadeeth which prohibit against evil, treachery, and spreading evil and chaos on the earth.
Likewise, the Ahadeeth which command with having patience with the injustice and oppression of the leaders.
Also, the Ahadeeth with giving them preference, and likewise being patient with what the Muslims dislike and criticize them for.
2 – Who from the recognised scholars of Islam said that the basis of protests and demonstrations are permissible?
3 – Protests and demonstrations are demands from the rulers for freedoms and demands for rights,
These are actions of unrest, discord and evil which Islaam refuses with its clear and transparent evidences.
From the evidence is the statement of the noble Messenger, the trustworthy adviser:
إِنَّهَا سَتَكُونُ بَعْدِي أَثَرَةٌ وَأُمُورٌ تُنْكِرُونَهَا
‘There will be preference given to some above the truth and matters which you will dislike.’
The Companions asked: ‘O Messenger of Allaah, what do you command those from us who come across this?’
The Prophet said:
تُؤَدُّونَ الْحَقَّ الذي عَلَيْكُمْ،
وَتَسْأَلُونَ اللَّهَ الذي لَكُمْ”،
‘Give the rights which are upon you to give, and ask Allaah for those rights which are for you.’

So this is the Messenger of Allaah -SallAllaahu alayhi wa Salam- whom Allaah had shown him what will occur in this Ummah of the oppression of the leaders and them taking preference with wealth and status and position as well as other matters.
When the Prophet informed his Companions with this reality of what will definitely occur, his noble Companions asked: ‘what do you command those from us who come across this?’
So the Prophet -SallAllaahu alayhi wa Salam- responded to them with what would keep them away from delving into the Fitn (trials and tribulations) and the spilling of blood. He said:
“تُؤَدُّونَ الْحَقَّ الذي عَلَيْكُمْ، وَتَسْأَلُونَ
اللَّهَ الذي لَكُمْ”.
‘Give the rights which are upon you to give, and ask Allaah for those rights which are for you.’
The Prophet -SallAllaahu alayhi wa Salam did not say, revolt against them and protest, demand your rights, prevent them from their rights just as they prevent you from your rights.

حكم المظاهرات في الإسلام
قال الشيخ ربيع بن هادي المدخلي:
والحق أنها محرمة، وتتناولها بالتحريم عدد من الأدلة، ومنها أدلة تحريم الإحداث والابتداع في الدين، وآيات وأحاديث النهي عن الفساد والإفساد في الأرض، والأحاديث الآمرة بالصبر على جور الأمراء واستئثارهم وإتيانهم بما ينكره المسلمون عليهم.
2- من قال من علماء الإسلام المعتبرين أن الأصل في المظاهرت الإباحة؟
3- إن المظاهرات فيها مطالبات الحكام بالحريات ومطالباتهم بالحقوق، وهذا العمل من الشغب والفساد يأباه الإسلام بأدلته الجلية الواضحة.
ومن الأدلة قول الرسول الكريم والناصح الأمين
“إِنَّهَا سَتَكُونُ بَعْدِي أَثَرَةٌ وَأُمُورٌ تُنْكِرُونَهَا، قالوا: يا رَسُولَ اللَّهِ كَيْفَ تَأْمُرُ من أَدْرَكَ مِنَّا ذلك؟ قال: تُؤَدُّونَ الْحَقَّ الذي عَلَيْكُمْ، وَتَسْأَلُونَ اللَّهَ الذي لَكُمْ”، متفق عليه، أخرجه البخاري حديث (3603)، ومسلم حديث (1843).
فهذا رسول الله -صلى الله عليه وسلم- قد أطلعه الله على ما سيكون في هذه الأمة من جور الأمراء واستئثارهم بالأموال والمناصب وغيرها، ولما أخبر أصحابه بهذا الواقع الذي سيكون لا محالة، سأله أصحابه الكرام: كَيْفَ تَأْمُرُ من أَدْرَكَ مِنَّا ذلك؟
فأجابهم -صلى الله عليه وسلم- بما يجنبهم الخوض في الفتن وسفك الدماء، فقال: “تُؤَدُّونَ الْحَقَّ الذي عَلَيْكُمْ، وَتَسْأَلُونَ اللَّهَ الذي لَكُمْ”.
ولم يقل -صلى الله عليه وسلم-: ثوروا عليهم وتظاهروا،، وطالبوا بحقوقكم، وامنعوهم حقهم كما منعوكم حقوقكم.’
